Briarfield Road Homicide – Hampton

Second Suspect Arrested and One Suspect Sought in Briarfield Road Homicide On August 17, 2009 at approximately 4 p.m., Jonathan Maurice Rouser, a 23-year-old Newport News man, who resides in the 1100 block of 34th Street, turned himself in at Police Headquarters. Rouser has been charged with 1 count of Murder and 1 count of Use of a Firearm While in Commission of a Felony.

On August 10, 2009, Andra Gabrael Green, a 23-year-old Newport News man, who resides in the 600 block of 36th Street, was arrested and charged with 1 count of Murder and 1 count of Use of a Firearm While in Commission of a Felony. Both Rouser and Green are currently in the custody of the Hampton City Jail. Lavelle Ozwan Clyburn, a 14-year-old Newport News male juvenile, who has a last known address in the 1200 block of Ivey Avenue, has petitions on file for 1 count of Murder and 1 count of Use of a Firearm While in Commission of a Felony. On August 9, 2009 at 6:46pm, the Hampton Police Division received multiple calls in reference to a shooting that had occurred in the 1500 block of Briarfield Road.

Officers responded and located the victim lying in the parking lot of an apartment complex suffering from a gunshot wound to the back. The victim was transported by medics to a local hospital where he was pronounced deceased at 7:32 p.m. The investigation revealed that the victim exited his vehicle when three male suspects armed with handguns approached him. The victim attempted to run from the suspects and was then shot in the back one time. The victim has been identified as Bryan Latre Carolina, a 29-year-old Hampton man, who resides in the 2100 block of Cunningham Drive.

Anyone with additional information that will assist police is encouraged to contact the Hampton Police Division at 727-6111 or Crime Line at 1-888-LOCK-U-UP. Crime Line callers remain anonymous and never appear in court. If a Crime Line call results in an arrest, the caller is eligible for a reward up to $1,000.00.

 
 

Burglary in Bellwood Meadows

On 8/31/09 from 1015am-330pm in the 2000 block of Meadow Crest Way (Bellwood Meadows). Victim’s daughter returned home and found the house ransacked, property missing and found the family cat with a knife stuck in it. The victim took the cat to the vet and then returned home and called the police. A neighbor stated she had a B/M; 19-20 years come to her door asking if she wanted to buy insurance. She felt it was odd due to his disheveled appearance. Another neighbor stated he saw a B/M/Hispanic male sitting on his neighbor’s steps texting.

Larceny from a vehicle – Olive Garden parking lot

On August 10, 2009 a larceny from a vehicle occurred in the Olive Garden parking lot located at 4117 Chesapeake Square Boulevard. The rear passenger window was broken while the vehicle was parked in the lot between 5:45 and 11:15 PM.

A woman’s yellow purse containing various credit and debit cards was removed from the vehicle. Prior to the cards being canceled they were fraudulently used at several locations, to include the ABC store located at 4020 Victory Boulevard, in Portsmouth. The image of the suspects was taken on the same evening, shortly before 7:00 PM.

Vehicle Theft in the Arrowhead neighborhood

On 08/19/09 in the early morning hours a vehicle was stolen from the 5800 block of Newtown Arch. The victim parked her vehicle in front of her apartment at 12:00am and discovered it missing the next morning. There was also an attempt Theft of a vehicle on the same block, during the same time. The vehicle missing is a 1996 Green Jeep Cherokee.

Landstown Middle School Locker Break-In

On March 17 2008, a student locker was found pried open. The locker was pried open with the lock in the closed position. Items were taken from locker and money was stolen. Shooting – Deep Creek Blvd and Columbus Ave

March 10, 2009, update on suspect vehicle information: Portsmouth Police Detectives are looking for a gold, four door vehicle, with both front hubcaps missing. The vehicle is possibly a 90’s model, Camry. The occupants of the vehicle are considered armed and dangerous. Anyone with information on the vehicle or the owner is asked to call the Crime Line at 1-888-LOCK-U-UP.

Update

On March 7, 2009 at approximately 10:30 PM, two additional juveniles showed up at Maryview Hospital with apparent gunshot wound injuries. That brought the total number of victims with injuries to seven. The five juveniles taken to Maryview Hospital were treated and released. The two victims taken to Norfolk General Hospital were in stable condition with non-life threatening injuries.

At this time, Portsmouth Police are still asking for anyone with information on the unknown suspects to call Crime Line at 1-888-LOCK-U-UP.

On March 7, 2009 at approximately 6:22 PM, officers responded to the area of Deep Creek Blvd and Columbus Ave for a report of gunshot wounds.  Upon arrival, officers located 5 persons with injuries.  Three of the victims, juvenile females, were transported to Maryview Hospital.  The other two victims, males, were transported to Norfolk General Hospital.  At this time, all the injuries appear non-life threatening.

The only information available at this time on suspects is that there were two black males in an unknown make and model vehicle that fired the shots at a crowd of people in the area of Deep Creek Blvd and Columbus Ave.

Whether or not your home phone number or numbers are registered on the national Do-Not-Call list, the FCC requires a person or entity placing voice telephone solicitations to your home to maintain a record of your direct request to that caller not to receive future telephone solicitations from that person or entity. The calling company must honor your do-not-call request for five years.

The Virginia Telephone Privacy Protection Act (VTPPA), Virginia Code §§ 59.1-510 through 59.1-518, provides the following protections against unwanted telemarketing calls to Virginians:

• Prohibits telephone solicitation calls at any time other than between 8:00 a.m. and 9:00 p.m.;

• Requires telephone solicitors to identify themselves by first and last name and by the name of the company for which they are calling;

• Requires telephone solicitors to transmit for caller identification services the number, and when available by the telephone solicitor’s carrier, the name of the telephone solicitor;

• Prohibits telephone solicitors from intentionally blocking caller identification services;

• Requires telephone solicitors to play a prerecorded identification message whenever a live sales representative is not available to speak with the person answering the call within two seconds of that person’s completed greeting;

• Prohibits telephone solicitors from calling a telephone number when someone at that number has stated that he or she does not wish to receive solicitation calls by or on behalf of the company for which the call is being made;

• Prohibits telephone solicitors from calling a telephone number on the National Do Not Call Registry;

• Permits individuals to sue to enjoin violations, recover damages of $500 for each violation or up to $1,500 for willful violations, and recover their attorneys’ fees and court costs;

• Authorizes the Commissioner of the Department of Agriculture and Consumer Services to inquire into possible violations and the Attorney General to issue civil investigative demands; and

• Authorizes the Attorney General, Commonwealth’s Attorneys, and attorneys for any county, city, or town to sue to enjoin violations, recover damages for affected citizens of $500 for each violation, recover a civil penalty of up to $1,000 for each willful violation, and recover attorneys’ fees and expenses.

Burglary 2617 Moses Grandy Trail

On December 10, 2008, a burglary occurred from the Food Lion grocery store located at 2617 Moses Grandy Trail. Shortly before 1:30 AM, two suspects approached the front door of the business and broke the glass window. The male suspect removed a 5 gallon bottle that was placed on the customer service counter.

The bottle contained an undetermined amount of money that was to be a donation for the Children’s Miracle Network. The female suspect approached the cigarette carton cabinet but did not gain access to it.

Both suspects then fled the scene by unknown means. The male is described as white and about 5’ 8” tall, 140 pounds. He was last wearing a black hooded jacket over dark colored jeans and black sneakers. The female is described as white and about 5’ 4” tall, 120 pounds. She was last wearing a black hooded jacket, with a large imprint on the back, over light colored jeans and red/white sneakers.
