February 3, 2009 shortly after 5:00 P.M. two female victims and one male victim was exiting their vehicle in the 4400 block of County Street, when suspect male approached in a dark gray, Jeep Cherokee. The suspect told all three victims, he was the police and they were under arrest. One of the victims challenged the suspect, by asking to see a badge.
The male suspect pulled his vehicle closer to the victims, and wrote, what victims believe, was their license plate number on a piece of paper. The suspect made a phone call on his cell phone, then quickly left the area. A few minutes later, the suspect returned and parked near victims home.
A witness, who went to the aid of the victims, approached the suspect and asked to see a badge. The suspect told the witness, he left his badge at home, but could go get it. At the same time, the suspect was showing the witness a pair of handcuffs. Before leaving the area, the suspect threatened to return.
The suspect is described as a white male, around 250 lbs, with a beard and mustache. He was wearing a ball cap and camouflage jacket. The suspect vehicle is a dark gray, Jeep Cherokee with Virginia License XUU-4896. According to witnesses, the vehicle had several antennas on top. The license plate is not registered to that vehicle.
